Xi addressed delegates from over 50 African countries in Beijing, calling for a united effort to craft a “new chapter” in peace and progress, highlighting the strategic importance of these relations to China’s global ambitions.

The substantial financial pledge also includes an additional $280 million earmarked for military and food aid. Of this, $140 million is designated for military support, marking the largest military aid commitment from China in recent years.

This focus on security reflects growing concerns about stability and the strategic significance of Africa, particularly in light of past criticisms about unsustainable lending practices that have exacerbated Africa’s foreign debt, including debt owed to China.

The announcement of $50 billion in aid, although lower than previous pledges of $60 billion made in 2015 and 2018, is aimed at demonstrating China’s continued commitment to Africa. Xi outlined ten areas for cooperation, including infrastructure, trade, security, and green development, which are intended to address both immediate and long-term goals in the partnership.

There are concerns about the impact of China’s reduced spending on large-scale infrastructure projects, a hallmark of its Belt and Road Initiative, which has faced criticism for contributing to unsustainable debt in many African countries.

Xi’s speech also highlighted China’s desire to strengthen security ties with Africa, reflecting a broader strategic interest in the region. China’s military engagement includes the establishment of its first overseas base in Djibouti and plans to train thousands of African military and law enforcement personnel. This expansion of security cooperation aligns with China’s broader goal to reshape global security frameworks and protect its economic interests on the continent.
