Ukrainian President Volodymyr Zelenskyy is facing growing criticism over a large-scale government reshuffle, the biggest since Russia’s full-scale invasion began. As Russian forces push forward in the east, Zelenskyy’s decision to reorganize key positions has sparked accusations from opposition figures who believe the president is consolidating power by appointing loyalists to government roles.

While martial law grants him the authority to make these changes, some argue that his centralization of power is going too far, especially as the conflict continues to intensify.

Foreign Minister Dmytro Kuleba’s sudden resignation has been a focal point of the controversy. Unexplained officially, Kuleba’s departure is rumored to be the result of ongoing friction with Andriy Yermak, Zelenskyy’s chief of staff.

Kuleba, despite his strong ties with top Western diplomats like U.S. Secretary of State Antony Blinken, may have been sidelined due to concerns from Zelenskyy’s office about his level of independence. This has raised concerns about whether the president’s administration is prioritizing loyalty over expertise in foreign relations.

Proponents of Zelenskyy’s reshuffle argue that it is necessary to energize the government after over a year of grueling war. Key officials like Defense Minister Rustem Umerov and Yermak have been instrumental in maintaining close ties with Western allies, particularly the U.S., and these relationships continue despite internal conflicts.

Critics, however, question whether replacing figures like Kuleba with more loyalists will enhance Ukraine’s standing internationally or stifle progress.

The president’s supporters defend the reshuffle as a strategic move aimed at streamlining the government during wartime. Political analyst Volodymyr Fesenko notes that frequent changes in leadership have been a hallmark of Zelenskyy’s style, citing examples of successful replacements, such as Oleksandr Kamyshin, who improved weapons production.

Zelenskyy himself has stated that these moves are meant to bolster the government at a critical time, helping it adapt to the pressures of the ongoing war.

Several new appointments have been made, including Andriy Sybiha as the new foreign minister, while others close to Zelenskyy have taken over roles in infrastructure and culture. Critics argue that these changes amount to a mere reshuffling of existing figures rather than bringing in fresh talent.

Opposition members, like Yaroslav Zhelezhyak, have expressed frustration over the lack of new faces in top positions, questioning whether this will bring the “new energy” Zelenskyy claims is needed.

The reshuffle has raised questions about Ukraine’s political direction during the war. While Zelenskyy’s opponents are concerned about increasing centralization of power, Western governments, including the Biden administration, have largely refrained from public criticism.

Observers believe that while wartime governance necessitates certain compromises, Ukraine’s return to full democracy will depend on how quickly it can transition out of martial law once the conflict ends.
